    1. Blue Zones Update and Presentation of Plaque to the City of Muscatine

      At this time Joni Axel, Community Program Manager for the Blue Zones Project in Muscatine, will present the city with a plaque indicating that all the city’s “bundle” of sector Policies and Environment actions have been taken to achieve the Blue Zones Certified Community requirements. She will also provide a brief update on activities to date. 

    2. Nuisance Abatement Appeal by Larry See 

      At this time Larry See will appeal a Nuisance Abatement Notice he received concerning property located at 306 Canon Avenue.

    This request is for the use of city property for the Muscatine Area Farmers Market. The weekly farmers market will take place in the parking lot at the corner of 3rd and Cedar streets beginning May 3, 2014 and ending October 25, 2014. Hours of operation will be 6 a.m. to noon.

    M. Request from Muscatine Community Schools for the Use of City Property for a Road Race/Walk

    This request from Muscatine Community Schools is for the use of city property for a road race/walk on May 3, 2014 from 8 to 11 a.m. Proceeds from the event are for the Muscatine Schools Foundation.

    N. Request from Duffy DeFrance for Use of City Property for a Book House Ribbon Cutting Ceremony

    This request from Duffy DeFrance is for the use of city property for a ribbon cutting ceremony for The Book House. The event will take place at 2208 New Hampshire Street on May 22, 2014 from 12:30 to 2:30 p.m. The ribbon cutting is to launch the first free little library in Muscatine. The date is May 23, 2014.

    O. Request from Guadalajara Restaurant for On-Street Dining

    This request from the Guadalajara Restaurant is for the placement of an outside dining platform in front of 208 E. 2nd Street. In March 2014 the restaurant received approval for the placement of four tables on the sidewalk in front of their business. They are now amending their request to include the placement of a 40’ x 13’ dining platform on the 35’ x 11’ loading zone, the first 3’ of the sidewalk, and a portion of the bump out. 

    P. Request from Geneva Golf & Country Club to Dispense Fireworks

    This request from Geneva Golf & Country Club is for permission to dispense fireworks in conjunction with the Club’s Annual Family Day on August 9, 2014. As in the past, J&M Displays will be handling the event. As part of this request, the public will be notified five days prior to the event.

    1. Resolution Setting Public Hearing on Amendment #2 to the Fiscal Year 2013/2014 City Budget 

      Presented for City Council’s consideration is a resolution setting a public hearing on Amendment #2 to the 2013/2014 City Budget. This proposed amendment will increase total budgeted expenditures for the city by $1,115,800 with budgeted transfers to increase by $121,700 for a total expenditure change of $1,237,500. City budgeted revenues are proposed to be amended by $139,900 which includes $121,700 of funding transfers in. Prior to formal action by City Council, a public hearing is required. This hearing will be held on Thursday, May 15, 2014, at 7:00 p.m.

    2. Resolution Awarding General Obligation Corporate Purpose Bonds, Series 2014 

      Presented for City Council’s consideration is a resolution awarding General Obligation Corporate Purpose Bonds, Series 2014. The deadline for submitting bids on the bonds is 10 a.m. on May 1, 2014. The bond issue includes funding for the local share of the reconstruction projects for Cedar and Colorado streets, the local share of airport improvement projects, library elevator improvements, and the purchase of equipment for the city’s ambulances. At this time the city’s Financial Advisor for this issue will review the bids received and make a recommendation for the award of this issue.

    3. Resolution Endorsing Airport Projects and Certifying Availability of Matching Funds 

      Presented for City Council’s consideration is a resolution endorsing airport projects and certifying the availability of matching funds. As part of the state’s airport funding through the Iowa Department of Transportation, cities are required to take action officially endorsing airport improvements and certifying they have local matching funds to meet the 15% local share. It does not commit the city financially to move forward on projects. As with other airport projects, City Council must specifically approve each project grant agreement during the respective fiscal year it is programmed and following a state and/or federal determination that funding is available.

    4. Request Approving Professional Services Agreement with Anderson-Bogert for Engineering and/or Land Surveying at the Municipal Airport 

      Presented for City Council’s consideration is a request to approve a professional services agreement with Anderson-Bogert for engineering and/or land surveying services at the Municipal Airport. The city continues to utilize Anderson-Bogert for design and consultant services at the airport. Staff is recommending City Council approve the agreement for the period beginning May 1, 2014 for activities included in the five-year CIP for the airport.

    5. Request to Approve Issuance of Purchase Order for the Geneva Creek Bank Stabilization Project 

      Presented for City Council’s consideration is a request to approve an agreement with Martin & Whitacre for design of the Geneva Creek Bank Stabilization Project. The city administers the Geneva Creek Levee System which protects the Heinz plant on Isett Avenue. The levee system was assigned an unacceptable rating by the USACE and channel shaping is required to correct the problem. The work required is beyond the scope of city forces. A proposal has been received from Martin & Whitacre to perform the topographic survey, prepare construction plans, perform construction staking and assist with construction observation for a fee of $5,270. Construction is expected to begin in July 2014. Staff is recommending the issuance of a purchase order to Martin & Whitacre in the amount of $5,270.
