    1. Resolution Setting Public Hearing on Intent to Acquire or Condemn if Necessary All or a Portion of Property or an Interest in Property for the Public Improvement for the City of Muscatine Sanitary Landfill Project

      Presented for City Council’s consideration is a resolution setting a public hearing on an intent to acquire or condemn if necessary all or a portion of property or an interest in property for the public improvement for the City of Muscatine Sanitary Landfill Project. The original public hearing set for this meeting has been rescheduled to Thursday, October 16, 2014, at 7:00 p.m.

      Is there a motion to adopt the resolution as submitted? 

    2. Resolution Awarding Contract for the Forest Parkway Reconstruction Project 

      Presented for City Council’s consideration is a resolution awarding the contract for the Forest Parkway Reconstruction Project. Three bids were received for this project with the low bid from Heuer Construction in the amount of $163,526.34. The engineer’s estimate was $173,179.46.

    3. Resolution Approving Subordination Agreement for 407 McKinley Street 

      Presented for City Council’s consideration is a resolution approving a subordination agreement for 407 McKinley Street. The owners of this property participated in a forgivable loan program through the City of Muscatine when they purchased it. They now wish to refinance the property. The bank is requesting a formal subordination agreement designating the city as the secondary lien holder on the property. The city has provided similar documents for several prior subordination requests.

    4. Resolution Approving Annual City Street Finance Report for Fiscal Year 2013/2014 

      Presented for City Council’s consideration is a resolution approving the Annual City Street Finance Report for Fiscal Year 2013/2014. Street-related expenditures for the year totaled $7,385,917 which includes $7,116,513 paid from city funds and funding sources and $269,404 of street lighting costs provided by Muscatine Power & Water.

    5. Resolution Authorizing Assessment of Unpaid Abatement Costs to Private Properties 

      Presented for City Council’s consideration is a resolution authorizing the assessment of unpaid abatement costs to private properties. Periodically city staff provides to City Council a request for the assessment of nuisance abatement costs against private property owners. At this time staff is forwarding the assessment list for unpaid abatement costs totaling $40,879.18.

    6. Request Approval of Change Order #2 for the West Hill Storm Sewer Separation Project 

      Presented for City Council’s consideration is a request to approve Change Order #2 for the West Hill Sewer Separation Project. This project is nearing completion and several items regarding erosion control and drainage need to be addressed. The change order totals $6,670.

    7. Request Authorization to Install “No Parking” on the South Side of Orchard Avenue between Union Street and Park Drive 

      Presented for City Council’s consideration is a request for authorization to install “No Parking” on the south side of Orchard Avenue between Union Street and Park Drive. The Traffic Committee received this request from the Muscatine School District’s Transportation Division. School buses have difficulty maneuvering in this area when vehicles are parked on both sides of the roadway. Approval of this request will also allow for more maneuverability of the city’s snow plow equipment.

    8. Request to Approve Engineering Services Agreement for the Muscatine Sanitary Landfill 

      Presented for City Council’s consideration is a request to approve an engineering services agreement for the Muscatine Sanitary Landfill. Due to several issues in the ground water remediation at the landfill, it is in the city’s best interest to work with an engineering firm that has a strong background in solid waste management engineering. Barker Lemar Engineering can provide these services and can provide the services needed for all of the solid waste facilities in the City of Muscatine at a total compensation cost of $52,750 over a three year period (September 2014 through June 30, 2017).

    9. Request from Water Pollution Control Plant to Purchase Powerhead Assembly for #4 Pump at Mad Creek Lift Station 

      Presented for City Council’s consideration is a request from the Water Pollution Control Plant to purchase a powerhead assembly for Pump #4 at the Mad Creek Lift Station. Staff is recommending the purchase of a Fairbanks 12” non-clog rotating powerhead assembly from Zimmer and Francescon in the amount of $15,935. This is an unbudgeted item; therefore, funding will come out of the WPCP Reserve Fund.

    10. Request from Water Pollution Control Plant to Purchase ISCO Influent Flow Sampler 

      Presented for City Council’s consideration is a request from the Water Pollution Control Plant to purchase an ISCO Influent Flow Sampler. A bid was received from GPM of Omaha for a new ISCO 6712 refrigerated sampler in the amount of $6,539 including shipping. GPM is the only dealer for ISCO samplers for the Midwest region. There is $7,400 budgeted for this purchase.

    11. Request from Muscatine Sister Cities to Establish International Friendship Park 

      Presented for City Council’s consideration is a request from Muscatine Sister Cities to establish an International Friendship Park. The proposed park would be located on the southwest corner of 8th and Cedar streets. The park transformation will be done in three phases. Muscatine Sister Cities would be responsible for the funding of all improvements to the property related to the creation of the park.

    12. Request to Approve Grant Agreement from the Iowa Department of Transportation for the Connector Road at the Airport 

      Presented for City Council’s consideration is a request to approve a grant agreement from the Iowa Department of Transportation for the connector road at the Municipal Airport. The grant will permit the city to design and construct the T Hangar Connector Road with a total state funding allocation of $139,944. The local match of $24,696 will be included in the 2016 bond issue. Construction is anticipated to begin in the spring of 2015.

    It is recommended bills totaling $1,854,878.85 be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
