[ARCHIVED] Draft of Comprehensive Plan 2025–2045 released; public input encouraged

MUSCATINE, Iowa – The City of Muscatine is updating its Comprehensive Plan—an essential tool that will help guide future growth, development, and investment over the next 15 to 20 years. Originally adopted in 2013, the updated plan — Make It Muscatine: Comprehensive Plan 2025–2045 — reflects the collective vision and aspirations of community members, city leaders, and local stakeholders.

Developed in partnership with RDG Planning & Design, the draft plan is now available for public review. The planning process included months of collaboration with City staff, private businesses, and the broader Muscatine community.

The plan has three primary goals:

  • Provide a legal foundation for future land use and development decisions;
  • Capture a clear and compelling vision for Muscatine, shaped by community input;
  • Outline policies and actions needed to turn that vision into reality.

Four key themes guided development of the plan:

  • Make it Ambitious – Inspire future progress and innovation;
  • Make it Home – Expand and enhance housing opportunities for all residents;
  • Make it Connected – Create a cohesive, multi-modal transportation network;
  • Make it Adventurous – Elevate recreation and outdoor amenities citywide.

The public is invited to review the draft plan and share input through the project website, Make It Muscatine. The site includes the full draft, an interactive map for sharing ideas, event updates, and background information on the planning process.

Public Engagement Highlights:

  • A technical committee of City staff and consultants began meeting in early 2024.
  • A diverse steering committee, including public and private representatives, guided planning efforts.
  • A Community Roundtable was held October 15, 2024, inviting residents to define priorities and aspirations.
  • Stakeholder interviews and a project website launch followed in Fall 2024.
  • A public Design Studio held on January 22, 2025, allowed participants to shape draft concepts.

The City and RDG Planning & Design are currently incorporating feedback into the final draft. A public open house will be scheduled soon, offering another opportunity for residents to review the plan and help prioritize future initiatives before final adoption.
