MUSCATINE, Iowa – The Muscatine City Council will hold an In-Depth Session at 6 p.m. on Thursday, May 8, in the Council Chambers on the second floor of Muscatine City Hall. The public is encouraged to attend and participate in the discussions.
City staff will present updates and proposals on five major topics: downtown parking policies, the Muscatine Art Center’s strategic plan, neighborhood traffic-calming options, the Police Department’s Co-Responder Program, and a proposed Trap-Neuter-Return (TNR) initiative for community cats.
Finance Director Nancy Lueck will open the session with a review of the first three months of the downtown parking app’s implementation. She will also discuss potential changes to leased parking and parking ticket rates.
Following that, Muscatine Art Center Director Melanie Alexander will present an update on the 2022 Institutional Plan. Her presentation will highlight planned action steps, including the potential addition of a new building to improve storage capacity and support the efficient movement of art collections.
City Engineer Kevin Coon will introduce a proposed traffic-calming program, outlining a structured, multistep process residents can follow to request calming measures on neighborhood streets. Implementation of this initiative will require investment in equipment to conduct necessary studies.
Muscatine Police Officer Jake Elliott and Co-Responder Amy Gould will share an overview of the Co-Responder Program. This innovative approach pairs mental health professionals with law enforcement to respond to incidents involving individuals experiencing mental health or substance use crises.
Rounding out the evening, Animal Control Officer Courtney Patel will present a proposal to include a Trap-Neuter-Return (TNR) program in the City’s Animal Control Ordinance. The program aims to humanely manage the community cat population through neutering, vaccination, ear-tipping, and returning healthy cats to their original locations.
