MUSCATINE, Iowa – A public hearing on potential environmental impacts in Phase 6C of the West Hill Project and a public hearing on the Sunset Park Lighting Project are among the items on the Muscatine City Council agenda for Thursday (Dec. 7). 

The Council meeting begins at 6 p.m. and the public is welcomed, and encouraged, to attend the session in person. 

Several options are available for those who cannot attend in person but would like to watch the proceedings. The City Council meeting will be broadcast live on the City of Muscatine YouTube channel and on Civic-TV (Muscatine Power & Water Cable Channel 2). A virtual option is also available for those who want to watch the proceedings on their desktop, laptop, tablet, or smartphone. Information on joining the virtual session is listed below.

The West Hill Phase 6C public hearing is required by the State Revolving Fund as part of the environmental review process of the loan application for funding for the West Hill Sewer Separation Project Phase 6C. The purpose is to inform area residents of the community of Muscatine of this proposed action, discuss the actual cost and user fees associated with this project, and to address citizen’s concerns, if any, with the plan.

The second public hearing is on the plans, specifications, form of contract, and cost estimate for the Sunset Park Lighting Project. The new system will include underground wiring, concrete pads, poles, and light heads with LED fixtures. The project was needed due to the age and manner of construction of the present lighting system that has seen repeated failures of sections of site lighting.

A resolution approving the Sunset Park Lighting Project will be voted on later in the meeting. The resolution will also set the date for the bid opening.

The Historic Preservation Commission has requested the City Council authorize the submission of a Certified Local Government (CLG) grant for an intensive survey of known resources and identification of new resources with connection to the Underground Railroad/Freedom Trail. The grant would also be for hosting the 2025 Preserve Iowa Summit.

Also, on the agenda are:

  • Second reading of an amended ordinance that is amending Title 6, Chapter 8 of the Code of the City of Muscatine in regards to Animal Regulations;
  • Acceptance of completed work for the Soccer Complex Irrigation Replacement Project;
  • Acceptance of completed work for the Taylor Park Splashpad Project;
  • Acceptance of completed work for the Fulliam Avenue Reconstruction Project, Phase 1;
  • Acceptance of dedications of righty of way, sanitary sewer easement, public street improvements, and public sanitary sewer improvements from Love’s Travel Stops & Country Store.
