MUSCATINE, Iowa – The Muscatine City Council will convene for its monthly in-depth session on Tuesday, Jan. 13, 2026, to discuss key infrastructure upgrades and county-wide safety protocols. The meeting is scheduled for 5:30 p.m. in the City Council Chambers at Muscatine City Hall.
The agenda features two primary presentations focused on the long-term resilience of the city’s utility systems and emergency preparedness.
- Papoose Creek Lift Station & Sewer Separation
City Engineer Kevin Cook, Public Works Director Brian Stineman, and Water Pollution Control Plant Director Jon Koch will lead a discussion regarding the Papoose Creek Pump Station currently located in Riverside Park. This facility is a vital component of the ongoing West Hill Sanitary and Storm Sewer Separation Project.
Following a feasibility study by Stanley Consultants finalized on Jan. 6, 2026, the Council will review:
- The current condition and viability of the existing pump station.
- How the separation of storm and sanitary sewers affects flow capacity.
- Strategies for managing stormwater during heavy rainfall events.
- Staff recommendations for the next phase of construction.
The City is seeking a consensus from the Council to determine the most effective path forward for this multi-year infrastructure project.
- County-Wide Emergency Plan
To conclude the session, Emergency Management Director Chris Jasper will present an update on the County Wide Emergency Plan. This discussion ensures that local government operations remain aligned with broader regional safety and response strategies.
