MUSCATINE, Iowa – While the faces remain the same, a new Muscatine City Council will officially begin its work Tuesday night as the Council meets for the first time in 2026.
Three council members and the mayor were re-elected during the November 2025 city election and will formally take their seats for the 2026–2027 term.
The meeting is scheduled for 5:30 p.m. Tuesday, Jan. 6, in the City Council Chambers at Muscatine City Hall, and features a relatively light agenda.
One of the first items of business will be the Oath of Office for Second Ward Council member Jeff Osborne. Council members Angie Lewis and Nadine Brockert, along with Mayor Brad Bark, took their oaths during the Dec. 16 meeting. Osborne was unable to attend that meeting.
The Council will also conduct a public hearing on the City of Muscatine Comprehensive Plan. The updated plan replaces the current version adopted in 2013 and will guide city decision-making over the next 10 to 20 years. The Comprehensive Plan serves three primary purposes:
- Providing the legal foundation for the City’s land-use regulations
- Establishing a community-driven vision for Muscatine’s future
- Setting the policies needed to implement that vision
Following the public hearing, the Council is expected to consider a resolution adopting the updated Comprehensive Plan.
Additional items on the agenda include approval of the Annual Comprehensive Financial Report and Audit for the fiscal year ending June 30, 2025, approval of an updated Memorandum of Understanding with the Muscatine County Attorney, and approval of the final plat for Hackett Development 2nd Addition.

All City Council meetings are open to the public, providing residents an opportunity to observe and participate in local government decision-making.
