[ARCHIVED] Carver Corner update, Comprehensive Plan on Council agenda

MUSCATINE, Iowa – Reconstruction of the Hershey Avenue and Green Street connection between Mississippi Drive and Grandview Avenue will be one of four topics to be discussed during the Muscatine City Council’s monthly in-depth meeting scheduled for 5:30 p.m. Tuesday, December 9, in the City Council Chambers at Muscatine City Hall.

Carver Corner Construction Design Update

City of Muscatine Engineer Kevin Coon will lead the discussion and provide a design update for the intersection, commonly known as Carver Corner, that could become Muscatine’s third roundabout in 2026. This project represents the final phase of long-term improvements along the Business 61 corridor, stretching from the Highway 61 Bypass through the Downtown district. 

The Business 61 transformation began with the Mississippi Drive corridor project, started in 2017, and continued with the Grandview Avenue Corridor Project, started in 2022. These efforts have included the Mulberry-2nd Avenue roundabout, streetscape enhancements, and a sidewalk extension on Grandview Avenue from Houser Avenue south.

Comprehensive Plan 2025-2045

Community Development Director Jodi Royal-Goodwin will present the draft of Comprehensive Plan, 2025-2045, to the City Council. The plan outlines long-term goals for land use, zoning, economic development, transportation, housing, recreation, services, amenities, and public safety. 

Developed over more than a year with strong community input and data analysis, the plan replaces the 2013 version and reflects Muscatine’s recent growth and changing needs. Once adopted, it will guide land-use decisions and shape the city’s vision for the next decade and beyond.

City Council Goals Review

City Administrator Matt Mardesen will lead the final two agenda items, beginning with a review of the City Council’s annual goals. These goals support the City’s core values, vision, and mission, and help guide policy decisions and resource planning throughout the fiscal year.

Downtown Parking Evaluation

The meeting will conclude with an update on the City’s ongoing analysis of Downtown parking. Staff have been collecting data during the City’s free two-hour holiday parking period, which runs through January 4.

Public Participation Encouraged

All City Council meetings are open to the public, providing residents an opportunity to observe and participate in local government decision-making.

Residents may attend in person at Muscatine City Hall, 215 Sycamore Street, or watch the meeting live on Civic-TV (MPW Channel 2) or the City of Muscatine YouTube channel.

Meeting agendas and supporting documents are posted at least 24 hours in advance on the City’s website under Agenda & Minutes.
