[ARCHIVED] Muscatine City Council to recognize MuscaBus Driver of the Year

MUSCATINE, Iowa – The Muscatine City Council will meet Thursday, June 20, for its regular session, with a full agenda that includes four public hearings, a special recognition, and several key project approvals.

The meeting will begin with a proclamation by Mayor Brad Bark declaring June 20 as MuscaBus Driver Appreciation Day. Following the proclamation, Jurgen Boche will be recognized as the 2025 MuscaBus Driver of the Year for his exemplary service to the community.

The Council will then conduct four public hearings:

  1. Utility Franchise Fee Increase – A proposal to raise the Utility Franchise Fee for Interstate Power & Light (Alliant Energy) from 3% to 5%, as approved during the FY 2025-2026 budget process.
  2. Rezoning Request – Consideration of a request to rezone 9.25 acres between Clarabeck Road and Green Acres Drive from R-3 (Residential) to R-4 (Residential), to accommodate a new 28-lot subdivision.
  3. Vacation of Undeveloped Right-of-Way – Discussion on vacating and conveying an unused right-of-way that bisects Parcel 1303456014, located near Roby Avenue and the Iowa Chicago and Eastern Railroad tracks, to the adjoining property owner.
  4. Muscatine Municipal Airport Project – Review of plans, specifications, and a proposed bid date for the Taxi Lane Construction Project at the Muscatine Municipal Airport.

Later in the meeting, the Council will hear a presentation from City Engineer Kevin Coon on the Iowa Department of Transportation (DOT) sponsored Traffic Engineering Assistance Program (TEAP) study focused on the complex five-way intersection at Park Avenue, East 2nd Street, and East 4th Street. The study explores potential safety and traffic flow improvements for the intersection.

Additional agenda items include:

  • Awarding a $269,305.70 contract to Eastern Iowa Excavating & Concrete, LLC for the Mulberry Avenue Sidewalk Reconstruction Project;
  • Approval of a $125,492.00 contract with Visu-Sewer, LLC for underground pipe rehabilitation using a Cured-In-Place-Liner;
  • Authorization of a $222,894.00 purchase order for a low-floor mini-bus from Hoglund Bus Company, Inc.

The public is encouraged to attend the meeting, which begins at 6 p.m. in the City Hall Council Chambers. Individuals needing accommodations are asked to contact the City Clerk’s Office at 563-264-1550.

For those unable to attend in person, the meeting will be broadcast live on Civic-TV (MPW Channel 2) and streamed on the City of Muscatine’s YouTube channel.
