MUSCATINE, Iowa – The City of Muscatine will host a public meeting at 5:30 p.m. on Wednesday, May 28, to discuss Phase 3 of the West Fulliam Avenue Reconstruction Project. The meeting will take place in the parking lot of McKinley Elementary School, located at 621 Kindler Avenue.
Residents and other stakeholders are encouraged to attend to learn more about the upcoming construction, including the project timeline, anticipated traffic impacts, and other key details. Representatives from the City’s Public Works Department, the project’s contractor, and the engineering firm responsible for the design will be available to answer questions and hear public feedback.
Phase 3 marks the final stage of the reconstruction project, which began in 2023.
- Phase 1 (2023): Reconstruction from Kindler Avenue to West Acre Drive, including storm sewer improvements.
- Phase 2 (2024): Continued westward to approximately 2716 West Fulliam Avenue.
- Phase 3 (2025): Will complete the project by rebuilding the stretch from 2716 West Fulliam to the intersection with North Houser Street.
As with earlier phases, construction will take place while school is out for the summer.
Heuer Construction, which successfully completed the first two phases, has again been awarded the contract for Phase 3. The Muscatine City Council approved the $463,626.20 contract during its May 1, 2025, meeting.
Construction for Phase 3 is tentatively scheduled to begin on Monday, June 2, 2025. A full closure of West Fulliam Avenue — from North Houser Street to the 2700 block — will be in place during the work period. No traffic will be allowed within the construction zone. Work is expected to be completed by mid-July, weather permitting.
