Voluntary Annexation - Parkview Condominium Association – Heatherlynn Drive – 6.7 Acres – Off Colorado Street.
Voluntary Annexation – Parkview Condominium Association – 6.7 Acres – Heatherlynn Drive – Located off Colorado Street. Clayle McCaw, President, and Ron Collins, Vice-President of the Parkview Condominium Association have filed an application for voluntary annexation to the city on behalf of the association. A pre-annexation agreement has been approved by the Association and is expected to be approved by City Council during their April 7th meeting. Staff will present the Agreement to Commissioners during the meeting and review the potential for additional annexation as a result of this application. The Commission is requested to discuss and consider action on the voluntary annexation request as submitted and in accordance with the pre-annexation agreement.

Voluntary Annexation – Jerry & Cathy Henning – 62.05 Acres – South of Hwy 61 & West of Solomon Avenue.
Voluntary Annexation – Jerry and Cathy Henning – 62.05 Acres – South of Highway 61 and West of Solomon Avenue. Jerry & Cathy Henning, Owners of 62+ acres of agricultural property located adjacent to Menards, south of Highway 61 and west of Solomon Avenue, have filed a request for voluntary annexation to the City of Muscatine. The Henning’s are not proposing any changes in land use or zoning at this time. As a result, the property would be brought into the City as AG, Agricultural, as required by City Code. If approved, the Henning’s are hopeful that the property can be successfully marketed and sold for future development. The Commission is requested to discuss and consider action on the voluntary annexation of the Henning property as submitted.

Urban Renewal Plan Amendment and Consolidation. Determination of Blight under Chapter 403 of the Code of Iowa.
Urban Renewal Plan Amendment, Consolidation and Expansion – Determination of Blight under Iowa Code Chapter 403. The City Council has expressed an interest in consolidating the existing Urban Renewal Districts into a single plan that would also provide for an expansion of the designated District and include a narrative and statistical information to reaffirm a portion of the city as blighted under the Iowa Code. The City Council is expected to act on a resolution setting the time and place of a public hearing on this matter during their April 7th City Council Meeting. Prior to the public hearing, the city is required to consult with the Planning Commission. A consultation must also be held with Muscatine County, Muscatine Community Schools and Muscatine Community College prior to the scheduled hearing and in advance of any action on the Plan amendments under consideration. Staff will provide information regarding this process and respond to questions. The Commission is requested to provide a recommendation to the City Council with respect to whether the amendment is in conformance with the City’s Comprehensive Plan.
