    This request is for the use of city property for Muscatine High School’s 2014 Homecoming Parade. The parade will be held on October 2, 2014 from 6 to 7:30 p.m. It will begin at Grant Elementary School on Barry Avenue, turn right onto Mulberry Avenue and continue to the high school.

    H. Request for Use of City Property for 2014 Senior March

    This request is for the use of city property for Muscatine High School’s 2014 Senior March. The march will take place on October 3, 2014 beginning at noon and is expected to last approximately two hours. Seniors will exit the high school on Mulberry Avenue traveling to 8th Street to Iowa Avenue and ending on the riverfront.

    1. Proposed Urban Renewal Plan Amendment for the Consolidated Muscatine Urban Renewal Area

      This public hearing concerns the proposed Urban Renewal Plan Amendment for the Consolidated Urban Renewal Area. This amendment will update the Urban Renewal Plan to reflect the Small Business TIF Program. Prior to any formal action by City Council, a public hearing is required.

      Now is the time for the public to comment. 

    2. Proposed Forest Parkway Reconstruction Project

      This public hearing concerns the proposed Forest Parkway Reconstruction Project. Construction will primarily include concrete pavement and subgrade removal and replacement. Prior to formal action by City Council, a public hearing is required.

    3. Resolution Approving the Contract and Bond for the 2014 Asphalt Overlay Project 

      Presented for City Council’s consideration is a resolution approving the contract and bond for the 2014 Asphalt Overlay Project. On August 21, 2014 City Council accepted the low bid and awarded the contract to Illowa Investment Inc. in the amount of $358,507.78. It is now necessary to approve the contract and bond for this project.

    4. Resolution Setting Public Hearing on Intent to Acquire or Condemn if Necessary All or a Portion of Property or an Interest in Property for the Public Improvement for the City of Muscatine Sanitary Landfill Project 

      Presented for City Council’s consideration is a resolution setting a public hearing on the city’s intent to acquire or condemn if necessary all or a portion of property or an interest in property for the public improvement for the City of Muscatine’s Sanitary Landfill Project. This public hearing will be held on Thursday, September 18, 2014, at 7:00 p.m.

    5. Resolution Regarding the Allocation and Exercise of Iowa Municipal Housing Powers 

      Presented for City Council’s consideration is a resolution regarding the allocation and exercise of Iowa Municipal Housing Powers. This proposed action updates and re-authorizes the City Council to act as the Muscatine Municipal Housing Agency.

      Is there a motion to adopt the resolution as submitted? 

    6. Request to Approve Annual Roadway Maintenance Agreement with the Iowa Department of Transportation 

      Presented for City Council’s consideration is a request to approve the annual Roadway Maintenance Agreement with the Iowa Department of Transportation for the maintenance and repair of primary roads within the city limits. Tonight’s action would be a supplement to the five-year agreement approved in June 2011 and effective through June 30, 2016. The IDOT pays the city $1,050 per lane mile for the work, and the city contains 7.24 lane miles. The IDOT agrees to pay the city $7,602.

    7. Request to Approve Acceptance of Land Donation for the Musser Park to Wiggens Road Trail Project 

      Presented for City Council’s consideration is a request to approve the acceptance of land donation for the Musser Park to Wiggens Road Trail Project. Land acquisition for the trail is currently ongoing. The Kent-Stein Foundation has offered to donate a parcel of land near the northeast corner of the Muscatine Transfer Station that will allow the trail alignment to loop around the Transfer Station site.

    It is recommended bills totaling $1,528,724.52 be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
