Mayor proclaims Random Acts of Kindness Day in Muscatine

Muscatine News Posted on February 18, 2026

MUSCATINE, Iowa – Muscatine Mayor Brad Bark marked Random Acts of Kindness Day on Tuesday (Feb. 17) by reading and signing a proclamation during the Muscatine City Council meeting. The proclamation officially designates February 17 as Random Acts of Kindness Day and November 13 as World Kindness Day in Muscatine.

Randall McNeely, known throughout the community as Captain Kindness, attended the meeting to accept the proclamation from Mayor Bark.

“Kindness is a power we can all embrace and not just during this one week,” McNeely said. “I highly encourage you and invite you to think about embracing kindness in your life every day because kindness delivers love.”

Random Acts of Kindness Day is an annual international observance that encourages individuals to perform small, unexpected acts of kindness for strangers, friends, neighbors, and colleagues. Established in 1995 by the Random Acts of Kindness Foundation, the movement aims to make compassion the norm in communities around the world.

The observance emphasizes that kindness does not have to be grand or costly. Simple, intentional actions — offering a compliment, lending a helping hand, or expressing gratitude — can brighten someone’s day and strengthen connections throughout the community.

City officials encourage residents to continue practicing kindness beyond a single day, helping foster a culture of compassion in Muscatine year-round.
