Council Agenda Includes Lead Safety Projects, Sewer Loan Hearing

Muscatine News Posted on February 16, 2026

MUSCATINE, Iowa - Muscatine homes are set to receive lead hazard mitigation through the Lead Hazard Mitigation and Healthy Homes Program, pending approval of project contracts by the Muscatine City Council at its Tuesday (Feb. 17) meeting.

The program is supported by a $2.5 million Lead Hazard Reduction Grant from the U.S. Department of Housing and Urban Development (HUD), along with $400,000 in supplemental Healthy Homes funding.

The initiative aims to remove lead-based paint and address other health hazards in homes located within the target neighborhood that are occupied by — or regularly visited by — children under age six. The four qualifying homes, located at 712 Spring St., 511 E. 11th St., 507 E. 10th St., and 1122 Mulberry Ave., were selected through an application process to ensure they met program criteria.

A public hearing is also scheduled on a proposal to enter into a Sewer Revenue Loan and Disbursement Agreement for the Water Pollution Control Plant (WPCP) and Lift Station Electrical Asset Replacement Project. The planning and design loan for the project is estimated at $3.38 million.

Additional items on the agenda include:

  • Swearing in two new firefighters
  • A proclamation recognizing Kindness Week
  • Approval of a $16,400 contract with IMEG to design a replacement fire alarm system for Clark House
  • Approval of an amendment to a professional services agreement with Stanley Consultants, Inc. for the West Hill Sewer Separation Project — Papoose Creek Pump Station
