MUSCATINE, Iowa – The two-year Grandview Avenue Reconstruction Project will begin on Monday (April 26) according to City officials and the contractor during a public meeting on the project Thursday night.
The first year of the two-year project will focus on Main Street to Musser Street. Milling of the pavement will begin on Monday (April 26) with two-way traffic maintained from Main Street to Oregon, and a flagger used as milling is completed from Oregon to Musser. Milling is expected to be completed on Tuesday (April 27) with underground work starting on Wednesday (April 28).
Once underground work begins, traffic on Grandview Avenue will be restricted to northbound traffic only from Main to Musser streets. Southbound traffic will be detoured to Oregon, Stewart Road, and onto Sampson before returning to Grandview. The intersections of Oregon, Warren, and Musser will be kept open as much as possible.
Heuer Construction, Inc., was awarded the $7.74 million contract for the two-year Grandview Avenue Reconstruction Project during the April 1 City Council meeting. The project will remove and replace the pavement from Main Street to approximately 200 yards past Houser Street while adding sidewalks and additional streetscaping to provide a much more inviting corridor for residents and visitors.
The goals of the project are to modernize Grandview Avenue, provide a safe and attractive corridor, improve pavement and utility infrastructure, and enhance the walkability of the Grandview Avenue corridor with enhanced pedestrian opportunities and the incorporation of “green infrastructure”.
A public meeting was held at the Musser Public Library & HNI Community Center on Thursday and was also offered virtually.
Bolton & Menk were the design consultants. An amended contract was approved by City Council Thursday (April 15) to have the consultants assist with construction phase services including observation and administration of construction activities since Iowa DOT Construction Project Management and Inspection processes must be followed as the project is partially funded by Iowa DOT funds.

PARK AVENUE 4-to-3 LANE CONVERSION
The next stage of the Park Avenue 4-to-3 Lane Conversion Project is well underway as the contractor switched the lane closure from the west side to the east side for Stage 2B on Monday (April 19). Subcontractor Heuer Construction, Inc., has been working on removing pavement and sidewalk marked for replacement and preparing those areas for contract.
The East 5th Street intersection is now open for traffic after the east half was replaced last week.
Stage 2B is the full depth patching on the east side of Park Avenue from Washington to East 4th Street including some sidewalk replacement and installation of sidewalk ramps at each intersection. This stage will also include the installation of traffic signal foundations and traffic signal mast arms at the East 5th Street and Park Avenue intersection.
Stage 2B is tentatively scheduled to be completed by May 13, weather permitting.
The final stage of the project, Stage 3, includes full depth patching and traffic signal replacement in the intersection at Washington and Park Avenue, and full depth patching, curb and gutter removal and replacement, and sidewalk ADA ramps from Washington to Colorado. That work is tentatively scheduled from May 14 to August 13, weather permitting.
Milling of the old asphalt overlay and placement of a new asphalt overlay along with paint stripping from Cypress on East 2nd Street to Colorado on Park Avenue is anticipated to be completed between June 7 and August 13
The improvements included in the Park Avenue 4-to-3 Lane Conversion Project focus specifically on safety, including traffic lane reconfiguration that would change the road from four lanes (two operating in each direction) to three lanes (one lane in each direction and a center two-way, left turn lane) from Harrison Street to the Iowa 92 bridge. The project will also allow for 74 new sidewalk ramps that would be compliant with Americans with Disabilities Act (ADA) guidelines, full depth patching of the roadway, and an asphalt overlay.
2nd STREET STREETSCAPE PROJECT
KE Flatwork, Inc., has the East 2nd and Sycamore streets intersection rocked and ready for pavement after spending the previous week replacing a sanitary sewer that was found to have collapsed during an inspection of the sewer. Forming the intersection is expected to be completed on Monday with pouring concrete anticipated for Tuesday and Wednesday, weather permitting.
The intersection will remain closed to traffic until at least May 17. Once the intersection is open, work will begin on sidewalk replacement in the 100 block of East 2nd Street.
KE Flatwork, Inc., has also been working in the 400 block of East 2nd Street, replacing a segment of a sanitary sewer from the roundabout to just in front of the Musser Public Library and HNI Community Center, some sidewalk segments on both sides of the block, and full depth patching in the Walnut Street intersection. The 400 block is currently closed to traffic from Mulberry to Walnut and will remain closed at least through April 30.
Drivers are urged to use caution and obey traffic control devices when in or around construction zones.
FULL DEPTH PATCHING
The Full Depth Patching Project, part of the City of Muscatine 2020-2021 Pavement Management Program, continues in two locations as All-American Concrete, Inc., continued pavement removal and replacement on Ford Avenue from Park Avenue to Jody Drive and on Logan Street from Cedar to Fulliam.
Logan Street has been reduced to one lane of traffic to facilitate full depth patching of the street from Cedar to Fulliam. The lane restriction will continue from the roundabout at Cedar Street to the Fulliam intersection until full depth patching has been completed. Only northbound traffic will be permitted (heading north from Fulliam to Cedar) during the lane closure.
Lane restrictions are also in place on Ford Avenue as All-American Concrete, Inc., completes full depth patching of the street.
The project was delayed due to the uncertainty of road use tax revenue due to the COVID-19 pandemic. The contract is an indefinite delivery, indefinite quantity contract and some sections could be delayed until the 2021-2022 Pavement Management Program if adequate funds are not available for this contract.
Drivers are urged to obey traffic control devices, watch for flaggers, and be alert for lane restrictions and construction workers.
ASPHALT OVERLAY STREET PROJECT & ASHPALT OVERLAY ALLEY PROJECT
Manatt’s was awarded the contract to complete the 2020-2021 Hot Mix Asphalt Alley Overlay Project during the March 4, 2021, City Council meeting. A pre-construction meeting was held on April 5 to set the schedule for completion of the project by June 30, 2021. Milling is expected to begin on May 3 with all work completed by June 2, weather permitting.
