Park Avenue Project lane restrictions switching sides on April 19

MUSCATINE, Iowa – The next stage of the Park Avenue 4-to-3 Lane Conversion Project will begin next week as the contractor switches sides for Stage 2B on Monday, April 19. Heuer Construction, Inc., is wrapping up full depth patching and sidewalk replacement work in Stage 2A and anticipates starting Stage 2B work as early as Tuesday, April 20.

 

Stage 2A is the full depth patching on the west side of Park Avenue from Washington to East 4th Street including some sidewalk replacement and installation of sidewalk ramps at each intersection. Stage 2B will move that work to the east side of Park Avenue from East 4th Street to Washington. 

 

Manatt’s, the prime contractor for the project, will be moving traffic control devices on Monday. Park Avenue will remain a two-lane (one way in each direction) street as the northbound lanes are closed to traffic with two-way traffic shifted to the southbound lanes.

 

Work in Stage 2B includes removal and replacement of designated pavement areas along with curb, gutter, and ADA sidewalk ramp installation. This stage will also include the installation of traffic signal foundations and traffic signal mast arms at the East 5th Street and Park Avenue intersection.

 

Stage 2B is tentatively scheduled to be completed by May 13, weather permitting.

 

The final stage of the project, Stage 3, includes full depth patching and traffic signal replacement in the intersection at Washington and Park Avenue, and full depth patching, curb and gutter removal and replacement, and sidewalk ADA ramps from Washington to Colorado. That work is tentatively scheduled from May 14 to August 13, weather permitting.

 

Milling of the old asphalt overlay and placement of a new asphalt overlay along with paint stripping from Cypress on East 2nd Street to Colorado on Park Avenue is anticipated to be completed between June 7 and August 13

 

The improvements included in the Park Avenue 4-to-3 Lane Conversion Project focus specifically on safety, including traffic lane reconfiguration that would change the road from four lanes (two operating in each direction) to three lanes (one lane in each direction and a center two-way, left turn lane) from Harrison Street to the Iowa 92 bridge. The project will also allow for 74 new sidewalk ramps that would be compliant with Americans with Disabilities Act (ADA) guidelines, full depth patching of the roadway, and an asphalt overlay.

 

2nd STREET STREETSCAPE PROJECT

 

The parts are in and KE Flatwork, Inc., is busy replacing a collapsed sanitary sewer that has delayed work on the East 2nd and Sycamore streets intersection. The delay in one segment of the 2nd Street Streetscape Project has speeded up progress in another segment, however.

 

KE Flatwork, Inc., has also been working in the 400 block of East 2nd Street, replacing a segment of a sanitary sewer from the roundabout to just in front of the Musser Public Library and HNI Community Center. The 400 block is currently closed to traffic from Mulberry to Walnut and will remain closed at least through April 30.

 

KE Flatwork, Inc., has completed full depth patching of the East 2nd and Walnut intersection with plans to open the east half of the intersection to traffic at the end of the work day on Friday. The 400 block of East 2nd Street will remain closed to traffic, however, as KE Flatwork, Inc., removes and replaces the sidewalk on the south side of the street.

 

The underground repair work in the East 2nd and Sycamore intersection is anticipated to be completed by Friday, April 16, weather permitting. KE Flatwork, Inc., said that the concrete crew will be onsite beginning Monday, April 19, to begin prepping the intersection for repaving. That date is dependent on the completion of the underground work and on the weather.

 

The full road closure for the intersection is anticipated to last until May 17, depending on the weather and other unforeseen circumstances. 

 

Once work is completed in the 400 block and in the Sycamore intersection, KE Flatwork anticipates moving to sidewalk replacement in the 100 block of East 2nd Street. Some full depth patching is also anticipated in the driving lanes. However, the plan does call for one lane of traffic to remain open while the sidewalk and full depth patching are being done.

 

Drivers are urged to use caution and obey traffic control devices when in or around construction zones.

 

FULL DEPTH PATCHING

 

The Full Depth Patching Project, part of the City of Muscatine 2020-2021 Pavement Management Program, continues in two locations as All-American Concrete, Inc., continued pavement removal and replacement on Ford Avenue from Park Avenue to Jody Drive and on Logan Street from Cedar to Fulliam.

 

Also scheduled for full depth patching before June 30, 2021, is Fulliam from Kindler to Devitt.

 

Logan Street has been reduced to one lane of traffic to facilitate full depth patching of the street from Cedar to Fulliam. The lane restriction will continue for approximately four weeks, weather permitting. The southbound lane is now closed to traffic from the roundabout at Cedar Street to the Fulliam intersection. Only northbound traffic will be permitted (heading north from Fulliam to Cedar) during the lane closure.

Detour signs are provided at the roundabout to direct traffic west to Houser. The northbound lane will remain open to traffic as the prime contractor, All-American Concrete, Inc., works on full depth patching of the southbound lane.

 

Once the southbound lane has been completed, All-American Concrete, Inc., will close the northbound lane and switch northbound traffic to the southbound lane. Only northbound traffic will be permitted (heading north from Fulliam to Cedar) during the lane closure

 

The project was delayed due to the uncertainty of road use tax revenue due to the COVID-19 pandemic. The contract is an indefinite delivery, indefinite quantity contract and some sections could be delayed until the 2021-2022 Pavement Management Program if adequate funds are not available for this contract.

 

Pavement removal, grading, and pouring of concrete will be completed over the course of the next four weeks. Drivers are urged to obey traffic control devices, watch for flaggers, and be alert for lane restrictions and construction workers.

 

ASPHALT OVERLAY STREET PROJECT & ASHPALT OVERLAY ALLEY PROJECT

 

Manatt’s was awarded the contract to complete the 2020-2021 Hot Mix Asphalt Alley Overlay Project during the March 4, 2021, City Council meeting. A pre-construction meeting was held on April 5 to set the schedule for completion of the project by June 30, 2021. Milling is expected to begin on May 3 with all work completed by June 2, weather permitting.

 

The project was delayed due to the uncertainty of road use tax revenue due to the COVID-19 pandemic. The contract is an indefinite delivery, indefinite quantity contract and some sections could be delayed until the 2021-2022 Pavement Management Program if adequate funds are not available for this contract.
