MUSCATINE, Iowa – East 5th Street will be closed to through traffic April 19-26 as the west half of the intersection at Park Avenue is removed and replaced as part of the Park Avenue 4-to-3 Lane Conversion Project. Local traffic only will be allowed from Cypress to Grant during this time period.
Traffic will also be restricted the Monday morning (April 12) as Taylor Ridge Excavating will be on site to drill a three-foot diameter by nine-foot deep mast arm foundation in the southwest quadrant of the intersection.
Heuer Construction, Inc., will be removing and replacing the existing pavement in the East 5th Street radius return approaching Park Avenue.
Full depth patching on the west side of Park Avenue from Washington to East 4th Street continued this week by subcontractor Heuer Construction, Inc., as part of Stage 2A of the Park Avenue 4-to-3 Lane Conversion Project.
Lane restrictions are in place with the southbound two lanes closed to traffic with two-way traffic shifted to the northbound lanes. Manatts, Inc., the prime contractor for the project, indicated that once patching has been completed on the west side, the northbound lanes will be closed to allow for work on the east side of Park Avenue.
Tri City Electric Company of Iowa completed the installation of the new traffic signals at East 2nd Street and Cypress Street, and have removed the next set of traffic lights at Park Avenue and East 5th Street. The East 5th Street intersection currently has stop signs in place for traffic control. The signals at Washington and Park Avenue will also be replaced and the signals at Clay/Colorado and Park Avenue will be modified as part of the project. All signals will be fully activated once the project has been completed.
The entire project is expected to be completed by Fall 2021, weather permitting.
The improvements included in the Park Avenue 4-to-3 Lane Conversion Project will focus specifically on safety, including traffic lane reconfiguration that would change the road from four lanes (two operating in each direction) to three lanes (one lane in each direction and a center two-way, left turn lane) from Harrison Street to the Iowa 92 bridge. The project will also allow for 74 new sidewalk ramps that would be compliant with Americans with Disabilities Act (ADA) guidelines, full depth patching of the roadway, and an asphalt overlay.
2nd STREET STREETSCAPE PROJECT
Underground work at the intersection of 2nd Street and Sycamore could resume as early as next Tuesday as KE Flatwork, Inc., has indicated that the replacement pipe and fittings should arrive Monday. An inspection of the new sanitary sewer and manhole in the Sycamore and 2nd Street intersection found a section west of the new manhole had collapsed requiring a 100-foot section of sanitary sewer to be removed and replaced.
The underground repair work is anticipated to be completed by Friday, April 16, weather permitting. KE Flatwork, Inc., said that the concrete crew will be onsite beginning Monday, April 19, to begin prepping the intersection for repaving. That date is dependent on the completion of the underground work and on the weather.
The full road closure for the intersection is anticipated to last until April 26 when one lane will be opened to traffic. The preliminary schedule has the intersection completed by May 17, depending on the weather and other unforeseen circumstances. The contractor may keep the intersection fully closed through May 17 depending on the progress of the work.
While KE Flatwork, Inc., was waiting for sanitary sewer pipe parts, work in the 400 block of East 2nd Street continued. The 400 block is currently closed to traffic from Mulberry to Walnut and will remain closed at least through April 26.
KE Flatwork, Inc., continues the removal and replacement of the sidewalk on the north side of the street as well as full depth patching in the East 2nd and Walnut intersection, and storm drain work. To facilitate the full depth patching of the intersection, the east half of the intersection will remain closed to traffic through at least Monday (April 12). Drivers are asked to alternate while proceeding through the intersection or turning west onto 2nd Street as the intersection will be reduced to one lane of traffic.
KE Flatwork, Inc., expects to begin the removal and replacement of the sidewalk on the south side of the street on Monday (April 12).
Work from Mulberry to Walnut and in the Walnut intersection is tentatively scheduled to be completed by May 17 depending on the weather and unforeseen circumstances. Project managers indicated that the block could be opened to one lane traffic as early as April 26, again depending on the weather.
FULL DEPTH PATCHING
The Full Depth Patching Project, part of the City of Muscatine 2020-2021 Pavement Management Program, continues in two locations as All-American Concrete, Inc., continued pavement removal and replacement on Ford Avenue from Park Avenue to Jody Drive and begins pavement removal and replacement on Logan Street from Cedar to Fulliam.
Also scheduled for full depth patching before June 30, 2021, is Fulliam from Kindler to Devitt.
Logan Street has been reduced to one lane of traffic to facilitate full depth patching of the street from Cedar to Fulliam. The lane restriction will continue for approximately four weeks, weather permitting. The southbound lane is now closed to traffic from the roundabout at Cedar Street to the Fulliam intersection. Detour signs will be provided at the roundabout to direct traffic to Houser to head south. The northbound lane will remain open to traffic as the prime contractor, All-American Concrete, Inc., works on full depth patching of the southbound lane.
The project was delayed due to the uncertainty of road use tax revenue due to the COVID-19 pandemic. The contract is an indefinite delivery, indefinite quantity contract and some sections could be delayed until the 2021-2022 Pavement Management Program if adequate funds are not available for this contract.
Pavement removal, grading, and pouring of concrete will be completed over the course of the next four weeks. Drivers are urged to obey traffic control devices, watch for flaggers, and be alert for lane restrictions and construction workers.
ASPHALT OVERLAY STREET PROJECT & ASHPALT OVERLAY ALLEY PROJECT
Manatt’s was awarded the contract to complete the 2020-2021 Hot Mix Asphalt Alley Overlay Project during the March 4, 2021, City Council meeting. A pre-construction meeting was held on April 5 to set the schedule for completion of the project by June 30, 2021. Milling is expected to begin on May 3 with all work completed by June 2, weather permitting.
