MUSCATINE, Iowa – The Muscatine City Council will hear a presentation on the City’s role with Hershey Manor and be given an overview of the proposed East Hill Multi-Use Facility during its Thursday (April 8, 2021) in-depth session.
The Muscatine City Council will be in Council Chambers at Muscatine City Hall for the in-depth meeting that starts at 7 p.m. Thursday. Only required City staff members will be allowed in Council Chambers for the meeting with the Council members. Public access to Council Chambers remains restricted due to COVID protocols.
With in-person public access to the meeting not permitted, those wanting to watch or participate in the meeting can attend through the virtual GoToMeeting portal. The session will also be broadcast live on the City of Muscatine YouTube channel and on Muscatine Power & Water Cable Channel 2.
The first item on the agenda Thursday is a resolution seeking to reinstate the moratorium on portions of title 3, Chapter 1, Section 6, of the Muscatine City Code that relate to outdoor restaurant seating licensing.
Last year the City implemented a moratorium on certain regulations related to outdoor seating and provided an opportunity for local restaurants to offer outdoor seating on public right-of-way. Renewing the moratorium that expired on October 15, 2020, would allow the City to be flexible and give businesses every opportunity to succeed by permitting the City Administrator or her designee to approve the applications.
Community Development Director Jodi Royal-Goodwin will provide the Council with an overview of Hershey Manor and the role of the City of Muscatine in the operation of the apartment complex. The Muscatine Municipal Housing Agency entered into a contract with the Hershey Board for management services in May 1983.
The final presentation of the evening will be on the proposed East Hill Multi-Use Facility located on the former Iowa DOT site on Lake Park Boulevard by Public Works Director Brian Stineman, Muscatine Fire Chief Jerry Ewers, and Finance Director Nancy Lueck. The facility is also the proposed location for Fire Station #3. Included in the discussion will be a review of the Lake Park Boulevard street flooding issues first presented to Council in 2019, and currently part of an ongoing study.
