MUSCATINE, Iowa – Underground work on the 2nd Street and Mulberry Roundabout was suspended Thursday (Feb. 13) due to the extreme cold but the contractor expects to be back on site Saturday (Feb. 15).
Underground work will continue for the next month with the sanitary sewer installed and progress being made on the installation of the storm sewer, water main, and electrical duct bank. Once underwork work is completed, the contractor will focus on grading, paving, and landscaping.
Work on the roundabout will continue, as weather permits, with the a tentative completion date expected in mid- to late-April. Meanwhile, the contractor and the City are maintaining access for all affected businesses during the construction process.
The detour for the roundabout project takes regular traffic from Mississippi Drive to Iowa Avenue to 5th Street to Park Avenue and to the Highway 92 bridge over the Mississippi River. Truck traffic is detoured to the U.S. 61 Bypass.
WEST HILL PHASE 4C
A public informational meeting has been scheduled for 5:30 p.m. on Wednesday, February 19, 2020, in the lower level conference room of Muscatine City Hall. The Phase 4 contractor for the West Hill Sanitary and Storm Sewer Separation Project (WHSSSP) is anticipating starting Phase 4C on Monday, March 9, 2020. The timeline for the 2020 construction season and neighborhoods that will be impacted by the work will be discussed.
All citizens are welcome to attend the informational meeting. Residents in those affected neighborhoods along with residents who live on 7th Street from Cedar to Broadway are encouraged to attend. Representatives from the prime contractor, City staff, and City project managers will be on hand to listen to all concerns and answer all questions.
Phase 4C is tentatively planned to be completed in three stages beginning with a section of Iowa from 8th to 9th streets, and 9th Street from Iowa to Chestnut. The contractor anticipates closing Iowa Avenue from just north of the 8th Street intersection through the 9th Street intersection, and 9th Street from Iowa to Chestnut on Monday, March 9.
WEST SIDE TRAIL
Work on the 1.26 mile West Side Trail Project has been suspended for the winter with the base of the trail completed from the American Legion on South Houser Street to Lucas Street. Work will resume on or about March 1, weather permitting.
The trail remains part of the construction work zone and is closed to pedestrian and bike traffic.
Remaining work includes the retaining walls and a driveway on the second between Hershey and Lucas, and the replacement of sidewalk and driveways for the trail from Lucas up Houser to just north of Crossroads, through the Arbor Commons subdivision and into Discovery Park.
2ND STREET STREETSCAPE PROJECT
The two-year $2.9 million 2nd Street Streetscape Project was awarded to KE Flatwork, Inc., of Elbridge, Iowa, at the February 6, 2020, Muscatine City Council meeting. Work is anticipated to begin late Spring 2020, suspended for the holiday shopping season on October 2, 2020, be resumed in Spring 2021, and completed by October 2021.
The 2nd Street Streetscape Project includes sidewalks, roadway, utilities, and streetscape construction on 2nd Street from Pine Street to Mulberry Avenue. Most of the work will involve sidewalk replacement with most roadway and utility work in the second year of construction. A schedule of work will be established once the contract has been awarded and approved, and a pre-construction meeting held. It is expected that the work will be done in stages and a block at a time in order to maintain pedestrian access to businesses. The tentative schedule has the project beginning at Pine Street with work on one side of a block completed before moving to the other side of the block.
GRANDVIEW AVENUE RECONSTRUCTION PROJECT
The two-year Grandview Avenue Reconstruction Project will replace and widen the pavement, add sidewalks, and include “green” infrastructure to create a better environment for pedestrian and vehicular traffic, and for present and future businesses along the Grandview Avenue corridor.
The bid letting by the Iowa Department of Transportation is tentatively set for May, 2020. A timetable for the project will be determined once the winning bid has been approved.
The project will be completed in two phases over a two-year period to minimize the impact and minimize road closures. The first phase will be completed in 2020 and include work from Pearl to Musser. The second phase will be completed in 2021 and include work from Musser to Houser Street.
2019 FULL DEPTH PATCH PROGRAM
The 2019 Full Depth Patching Project is 75 percent complete with work on North Houser Street, South Houser Street, University Drive, and Lake Park Boulevard completed before the winter shutdown. The remaining two sections, both on Fulliam Avenue, will be completed once school is dismissed for the summer recess. Those two sections include Fulliam Avenue from Kindler to Devitt and Fulliam Avenue from Houser to Green Acres. Detours and/or lane restrictions will be announced prior to the resumption of the project later this Spring. Heuer Construction, Inc., was awarded $919,875 contract at the July 3, 2019, City Council meeting.
2019 ASPHALT OVERLAY PROJECT
The 2019 Asphalt Overlay Project will be completed this spring by Taylor Ridge Paving and Construction. The $96,799.10 contract was awarded by the Muscatine City Council on October 3, 2019. The project currently includes:
PARK AVENUE RECONFIGURATION
Bid letting for the Park Avenue Four-to-Three Lane Configuration is expected on June 16, 2020. The project would convert the current four lane roadway from Harrison Street to the Iowa 92 Bridge to a three-lane configuration while repairing the infrastructure of the street and sidewalk. Costs will be shared by the City of Muscatine, Muscatine Power and Water, and the Iowa Department of Transportation.
