[ARCHIVED] Lane restrictions put in place for Houser Hill

MUSCATINE, Iowa – Work on the West Side Trail Project is underway and with that comes lane restrictions on North Houser Street from Hershey to Lucas. Heuer Construction has been removing topsoil from the west side of North Houser Street with the driving lanes from Hershey to Lucas reduced to allow construction crews to safely work.

Drivers can expect the lane restrictions to remain in place for the next month, weather permitting, as Heuer Construction works to complete the first section of the West Side Trail from the American Legion to Lucas Street before the winter shutdown.

Please slow down and use caution when travelling through this area.


Traffic delays can be expected on Mississippi Drive for the next two weeks as Muscatine Power & Water (MPW) begins the process of removing overhead electrical lines from Broadway to Mulberry Avenue. MPW crews will begin the removal process on Monday, November 18, 2019, with work expected to last through the end of November.

The entire length of the east bound lane on Mississippi Drive will not be shut down during this work, only the blocks where the work is occurring.

Flaggers will be used to alternate traffic from 8 4 p.m. as work is conducted block by block. Traffic in the eastbound lane (river side lane) of Mississippi Drive will be diverted into the westbound lane by flaggers stationed at each end of the block who will hold and alternate traffic through the work area.

A truck detour will be established starting at the end of the bridge and going around town using the U.S. 61 By-pass.

The removal of the electrical lines is part of the Mississippi Drive Corridor Reconstruction Project that will eventually remove all above ground electrical lines and power poles from Broadway to Mulberry on the river side of Mississippi Drive. Most of the lines and poles will be removed after the roundabout at 2nd Street and Mulberry Avenue is completed.

Drivers are urged to use alternate routes and be patient while driving through work areas.


Sidewalks and driveways are being set and poured along West 8th Street as part of the West Hill Sewer Separation Project Phase 4B. The major portion of pavement restoration has been completed with KE Flatwork working to complete sidewalks, driveways, and alley connections ahead of the November 22 completion date.

Backfilling, adding topsoil, and any additional concrete work is scheduled to be completed next week, weather permitting.

Project managers are hoping to have West 8th Street reopened to traffic before the Thanksgiving holiday.
