The Capital Improvement Plan (CIP) is a short-range planning document that budgets city-wide capital improvement projects for a span of five years. The scheduling is developed according to priorities based upon need, desire, and importance of such improvements to the community within the constraint's of the city's ability to finance as well as implement and administer the projects.
A Capital Improvement Project is:
- A major expenditure involving all aspects of construction, renovation, and repair of City-owned buildings and infrastructure
- A project having a cost that exceeds $25,000
