Operators
The Muscatine Water & Resource Recovery Facility, also known as the Water Pollution Control Plant, has five (5) certified operators that run and maintain the plant 12 hours a day. Operations, maintenance, and laboratory staff work together to keep the plant within state regulations of a National Pollutant Discharge Elimination System (NPDES) permit.
Treatment Processes
Publicly owned treatment works (POTW) were originally designed to treat domestic sewage only. However, Muscatines' POTW also receives wastewater from industrial (non-domestic) users. Muscatine is required by the U.S. Environmental Protection Agency and the Iowa Department of Natural Resources to implement a Pretreatment Program to control pollutants from the industrial users which may pass through or interfere with POTW treatment processes or which may contaminate biosolids.
