The City of Muscatine is requesting proposals for grant administration services to assist with projects funded with Community Development Block Grant (CDBG) funds through the Iowa Economic Development Authority (IEDA).

The City has received funds to complete a Neighborhood Revitalization Program in the area of 6th Street and Mulberry Avenue in Muscatine, Iowa. The Program will be implemented in collaboration with local nonprofits and includes a number of activities to address housing, infrastructure and quality of life needs. Projects include:

  • A bike trail, 
  • Sidewalk improvements,
  • Street trees,
  • Improved street lighting,
  • Developing a living street,
  • Creating a Wi-Fi mesh network,
  • Installing a pocket park,
  • Commercial façade improvements, 
  • Exterior housing rehabilitation, and 
  • Acquisition and clearance of nuisance properties.

The City also anticipates applying for additional grants available under the CDBG and/or CDBG-CV programs and will give preference to respondents that have the capacity to and would consider administering all CDBG grants received. 

The selected contractor will work with the project team to ensure compliance with CDBG program requirements. Activities will include but are not limited to project reporting, preparation of disbursement requests, and other activities required under the state of Iowa’s CDBG program. Proposals to the city should include the minimum information:

  • Experience with IEDA’s CDBG program
  • Description of past grant administrative services provided
  • Description of organizational capacity to complete all necessary grant administration activities
  • References from previous clients of related work within the past five years
  • Cost of services

Proposals must include 1 hard copy and 1 electronic copy and be submitted no later than Wednesday, July 20, 2022, at Noon. Proposals should be submitted to:
