Introduction

Purpose of Bids:

The City of Muscatine is soliciting bids for one full electronic pit truck scale to be used at the Muscatine Transfer Station located in Muscatine, Iowa. The facility receives a variety of residential and commercial waste. In fiscal year 2018, we received approximately 48,000 tons of waste. The estimate for fiscal year 2019 is 42,000 tons. Operating hours are Monday through Friday from 7:00 a.m. – 3:30 p.m. and 8:00 a.m. – 12:00 p.m. on Saturday.

Background:
The City of Muscatine Transfer Station would like to utilize our existing pit, foundation, platform reinforcement, and pit coping and concrete deck pending State approval. The City requests a new scale to be furnished and installed complete as specified including weighbridge, load cells, instruments, surge voltage protection system, concrete deck and the training and repair services of the manufacturer’s representative.

The scale is located at the Muscatine Transfer Station, 1000 South Houser Street, Muscatine, Iowa 52761. The shipping and billing address is the same.

The City of Muscatine will receive sealed bids for a purchase and installation of a pit-type truck scales, concrete deck (monolithic pour), weigh bridge, load cells, instruments, and surge voltage protection for equipment until 2:00 p.m. CDT on July 27, 2018. The proposal needs to include pricing for installation, calibration, and use of a temporary scale throughout the entire construction period. The temporary scale must be operational before any construction begins. Please send or deliver the sealed proposal to:

The envelope or the package containing the bid must be marked on the outside with “Transfer Station Pit Scale”. Email or fax submissions are not accepted.

A visit to the Transfer Station to view the existing scale and pit may be scheduled with either David Popp, Solid Waste Manager or Dan Ganzer, Solid Waste Supervisor. A pre-bid meeting will be scheduled on Tuesday, June 19th @ 10:00 am at the Transfer Station, 1000 S. Houser Street, Muscatine Iowa.

The request for bids is available for download on the City’s website, www.muscatineiowa.gov. Any questions or additions to the original request for bids will also posted on the website.

Conditions and Requirements

General:

Before submitting a bid, each bidder will, at bidders own expense, make examinations, investigations, explorations, tests and studies to obtain data pertaining to existing approaches, foundations, space restrains, or other conditions which may affect cost, schedule or performance of work being performed by the bidder.

Suppliers must show adequate details in their bid to determine if the scale will be compatible with the existing site layout and existing pit.

All equipment shall be durable and suitable for the operation under conditions expected at the Transfer Station. The scale must have a demonstrated ability to perform reliably in similar truck weighing applications. The scale will be used according to manufacturer’s requirements and recommendations and will be expected to perform per manufacturer’s claims.

The scale and installation shall be in compliance with all applicable federal and State of Iowa laws and regulations. The truck scale supplier will be responsible for completing scale installation applications as outlined in Scale Installation Requirements, Chapter 215, Iowa Department of Agriculture and Land Stewardship, Weights and Measures Division. The supplier shall also obtain any and all permits, state or local, required for installation or operation of a pit-style truck scale.

As required by law in the State of Iowa, the scale manufacturer or dealer shall, upon being selected the successful bidder, submit to the Department of Agriculture & Land Stewardship (upon forms provided by the department) the make, capacity of the scale, date of sale and date and location of its installation. All bids must be on scales approved by the Iowa Department of Agriculture & Land Stewardship, per 215.14, Scale Installation Requirements.

The selected bidder shall have received a certificate from the Iowa Department of Agriculture & Land Stewardship authorizing them to perform scale repair work or installation of new scales in the state.

Bidders must submit an accurate delivery date. Failure to comply with this date may result in the loss of the contract.

All items not meeting specifications must be specifically noted on the bid sheet along with dollar values of these items (greater or lesser in value).

Selection will be made based upon price, warranty, life cycle cost, maintenance provider, and delivery/installation schedule.

Specific:

To be considered responsive, all bids must contain separate responses in the order specified for each of the items requested below:

1. Cover letter including general company overview.

2. Written description of the equipment and accessories including dimensions of scale, weight capacity, load cell description, and specification of concrete deck. A brochure should be included that illustrates equipment.

3. Delivery time (days from the receipt of the purchase order to deliver at the facility). To be listed on included bid sheet.

4. Written description of installation procedures including estimated time of installation and completion.

5. All warranty information, including warranty from lightening damage.

6. Name of the service provider with references and a list of suppliers of spare parts for the scales.

7. Cost of equipment and accessories including terms of payment. All prices must be f.o.b. to the Transfer Station, 1000 S. Houser St., Muscatine, Iowa.

8. A list of at least two references who utilize this type of scale and instrumentation in a similar application (preferably transfer station, landfill or recycling facility reference).

9. Description of training procedures regarding operation and maintenance of the scale and instrumentation, length of time of training and additional cost, if any, to provide such training.


REQUESTED SCOPE OF SERVICES AND SPECIFICATIONS

The City requires the selected scale contractor to deliver and install the new scale. The old scale will be removed, without disruption to daily operations of the transfer station, by the scale contractor or an independent contractor hired by and paid by the scale contractor . Any maintenance or repair to foundation or approaches will be conducted by the scale contractor before scale installation. The scale contractor or an independent contractor hired and paid by the scale contractor will also pour the concrete scale deck according to specifications. It is the responsibility of the scale contractor to coordinate shipment of product and coordinate the installation and calibration of the temporary scale prior to disabling old scale, cooridination of new scale hookup should be after 3:30 pm Monday thru Friday or after 12:00 noon on Saturday.

The City requires the selected bidder to provide installation and satisfactorily test the platform truck scale. In addition, training must be included for City staff for the scale and instrumentation. The contractor will be required to provide proof of liability insurance in the amount of no less than $1,000,000.00 before contract is awarded.

General Specifications:

The pit- truck scales shall meet, at a minimum, the following specifications:

1. The scale shall be designed to perform as a single weighing platform and shall be of flat-top design. Side rail support beams are not acceptable.

2. The scale shall have a weighing surface of 10 feet wide by 80 feet in length.

3. The scale shall be designed to perform as a single weighing platform and shall have a concrete deck, poured according to manufacturers specifications.

4. The scale shall be fully electronic in design and shall not incorporate any mechanical weighing elements, check rods or check stays.

5. The scale shall have a gross weighing capacity of 60 tons or 120,000 pounds.

6. The scale shall be calibrated to a minimum of 20,000 pounds by 20-pound increments and not to exceed 120,000 pounds. System configurations with increments greater than 20 pounds will not be accepted.

7. The scale shall have a concentrated load capacity of 80,000 lbs.

8. All critical parts of the scale including the load cells mounting hardware, cable, cover bolts and fasteners shall be constructed of stainless steel or some other non-corrosive material.

9. The scale shall be NTEP (National Type Evaluation Program) approved and shall meet requirements as set forth by the National Institute of Standards and Technology (NIST) (formerly NBS) Handbook 44. The scale manufacturer shall provide a Certificate of Conformance to these standards.

10. A comprehensive lightning protection system shall be provided. Major scale components including load cells, modules, and digital scale indicator shall be included in the lightning protection system.

11. All scale components including load cells, modules, and digital scale indicator shall be grounded to one common point or some other equivalent grounding method.

12. A spare load cell shall be provided with the purchase.

Scale Foundation Specifications:

1. The City requests the scale must fit within specifications of existing foundation footprint and utilize our existing pit. The City highly recommends bidder do on-site measurement prior to submitting a bid as the measurements provided are strictly for informational purposes.

2. Existing conduit is available. Cables to connect scale to scale instrument inside scale house must be included in the bid.

Scale Instrumentation Specifications:

1. Provide one microprocessor based digital weight indicator/controller.

2. Provide one LED minimum 4” remote display per scale, explaining how it is controlled and how it can link to PDOX 5.91J or WasteWORKS software.

3. The scale instrument shall be housed in an enclosure that is suitable for desktop mounting.

4. The scale instrument shall be capable of performing calibration, span, zero and shift adjustments.

5. The scale instrument shall display an error code in the event of a load cell failure. The error code will identify the failed load cell and the cause of the failure.

6. The scale instrument shall be capable of being programmed and calibrated in pounds, kilograms or tons.

7. The scale instrument shall have a digital readout.

8. The scale instrument shall have data communications capabilities via com port RS232 or USB.

9. The scale instrument shall be UL/cUL listed.

10. The scale instrument shall accept data from the scale and send data to the City’s existing computer equipped with PDOX 5.91J software or WasteWORKS software supplied by Carolina Software (910) 799-6767.

Warranty Requirements:

1. The scale manufacturer shall warrant the scale assembly including all load cells, weighbridge structure, scale instrument, and associated cables from failures due to a defect in manufacturing, workmanship, lightning, or surge voltages for a period of 5 years from the date of installation.

2. The warranty shall cover all costs associated with replacement parts, travel, mileage, on-site labor and recalibration after repair, the full cost of which shall be supported solely by the manufacturer and not in part by any other 3rd party.
