MUSCATINE, Iowa – Phase 4C of the West Hill Sanitary and Storm Sewer Separation Project (WHSSSSP) is set to begin on March 16. The first stage of Phase 4C will close Iowa Avenue from 8th to 10th Street and 9th Street from Sycamore to Chestnut Street for milling starting at 7 a.m. Monday.
Once milling of the street surface has been complete, prime contractor KE Flatwork, Inc., will begin the underground work of sewer separation. Once the underground work is completed, KE Flatwork anticipates beginning pavement restoration with the two streets reopened to traffic by mid-June.
Drivers are advised to seek alternate routes of travel and to use caution when travelling in or around construction areas.
The second stage will include sewer separation and pavement restoration work on West 8th Street from Fuller to just short of the intersection with Broadway. Also included will be wok on Maiden Lane, Roscoe Avenue, and Linn Street from 7th to 8th Street. That work is tentatively scheduled to begin in mid-April depending on the progress of Stage 1.
Work on this stage is expected to last until early September.
The detour for Phase 4C will be implemented once work begins on 8th Street with regular traffic detoured to 7th Street from Cedar to Broadway. The 7th Street detour will be modified once underground work begins in the Broadway intersection with 8th Street (Stage 3). That is expected to begin in early September.
The entire Phase 4C project is expected to be completed by early October. All dates are dependent on the weather and other unforeseen circumstances.
