Family Self-Sufficiency (FSS) Program

Employment Assistance

The Family-Self Sufficiency Program (FSS) is a voluntary program available to residents of the Muscatine Municipal Housing Authority's Housing Choice Voucher (HCV) Program, sometimes referred to as Section 8. The purpose of the program is to assist families to achieve economic independence by securing and maintaining suitable employment.


Any family or single individual participating in Section 8 rental assistance can participate. FSS is for those people who are unemployed or already employed but who want to increase their income. To participate, you must work with the FSS coordinator to create your own 5-year contract that includes training / education needs and employment goals and comply with your lease terms.


Participants are given the opportunity along with a support system to work toward the completion of their own identified goals such as:

  • Becoming a homeowner
  • Earning training certificates or an advanced degree
  • Earning a GED or diploma
  • Ending welfare dependence
  • Obtaining employment
  • Saving money in their own escrow account
  • Starting their own business
